Rep. Grothman Brings Restorative Action to the IRS

In 2024, the IRS advanced various policy changes that fueled public mistrust, including the definition of an “immediate supervisor.” This redefinition has raised serious concerns and opened high-level decision-making and approvals, like the administration of taxpayer penalties, to virtually all IRS agents. Under this new definition, penalties are easily imposed with little oversight.
On September 15, 2025, Representative Glenn Grothman (WI-06) introduced the Fair and Accountable IRS Reviews Act to fight back against this predatory IRS practice: “Taxpayers deserve fair treatment and strong safeguards against unjust penalties.”
Last week, on September 18, the House Ways and Means Committee unanimously advanced Rep. Grothman’s legislation with broad, bipartisan support. Beyond Congress, this legislation has also seen a surge in support amongst countless Americans and various organizations.
AIA applauds Rep. Grothman for taking this proactive approach to holding the IRS accountable for its unjustified practices, and we commend the members of the Ways and Means Committee for advancing this commonsense legislation.
